I did speak with the property owner a little over a week ago. He wants to meet to resolve. We are focusing on the sump pump that drains out by the house. Looks as though it works its way to the wall, follows the stone then pops up by the sidewalk. Hopefully, we will be able to get this resolved sooner rather than later. we do have a willing participant.

It's been about a year and winter is approaching again and it will ice up again. The sidewalk is slippery now with greenish slime even without freezing temps.
